In February 2025 a major scholarship scandal rocked the higher education sector, with officials implicated in the improper allocation of thousands of overseas scholarships to individuals lacking the necessary academic qualifications. The process bypassed merit-based selection criteria and revealed deep-rooted irregularities in scholarship governance. This malpractice has not only deprived deserving students of educational opportunities but also severely undermined public confidence in the system.
Comments/Recommendations:
ACAF expresses serious concern over the erosion of academic integrity and equity resulting from the abuse of scholarship schemes. Transparent, merit-based selection procedures must be institutionalized and rigorously enforced. Independent oversight bodies should urgently investigate these irregularities, and legal action must be taken against those found guilty of misconduct. To safeguard institutional credibility and restore public trust, scholarship programs should be subject to regular audits, and selection committees should include diverse, independent stakeholders. Reforms must also ensure that future scholarship allocations promote inclusivity, equity, and academic excellence.
