The National Students’ Committee of Medical, Dental, and Pharmacy in Morocco publicly accused the Ministry of Health of breaching a November 2024 settlement agreement. In an open letter to Health Minister Amine Tahraoui, students denounced the Ministry’s failure to implement promised reforms, particularly an increase in stipends for clinical rotations, which remain at MAD 21 per day.
Students criticized the Ministry for inaction, lack of transparency and refusal to honor commitments made in an October 2024 meeting with the Health and Higher Education Ministers. The Committee warned that this neglect could reignite campus unrest, disrupt clinical services, and hinder the academic progression of future healthcare professionals.

ACAF views the Ministry’s ongoing failure to honour agreed-upon reforms as not only undermining students’ socio-economic rights and institutional trust, but also poses a serious threat to the academic freedom of the affected students. By neglecting commitments critical to students’ educational advancement, such as fair stipends for clinical rotations, the Ministry restricts their ability to participate fully and equally in academic life. ACAF urges the Ministry to immediately re-engage in good faith dialogue with the student committee, uphold previous commitments, and establish an inclusive and transparent mechanism for monitoring reform implementation.
