Makerere University has come under scrutiny due to widespread use of acting appointments in senior leadership roles. Seven top positions at the university, including those at the School of Law and central administration (such as Deputy Vice Chancellors and college principals), are filled by individuals serving in an acting capacity. This situation has persisted for years, with some officials acting in roles for over a decade. The Vice Chancellor, Prof. Barnabas Nawangwe, is criticized for this governance gap, which observers say undermines institutional integrity and transparency.

Comments/Recommendation

ACAF believes that the reliance on acting leadership positions may compromise academic freedom by concentrating decision-making power in fewer hands and creating a culture of uncertainty. It can discourage independent thought and institutional checks, as acting leaders may be reluctant to challenge the administration for fear of not being confirmed in their roles. This undermines participatory governance and erodes accountability in the university system. ACAF consequently calls for streamlining of the appointment process in order to promote institutional autonomy and improve governance on university campuses.
